Hungary
Entering the country with biometric passport Yes, free of visa for 90 days within 180 days provided that the passport is issued max. 10 years prior entering and is valid for min. 3 months after exiting (alternative solution: application for asylum).
Entering the country with passport other than biometric Normally yes, however visa is required (alternative solution: application for asylum).
Entering the country without passport/with ID Normally no (alternative solution: application for asylum).
Is the application for asylum accepted? Yes, Ukrainian citizens arriving directly from Ukraine can apply for temporary protection (a type of asylum) both on the Ukrainian and on the Hungarian side. In this case, the border crossing is permitted even without any passport or ID.
Is any registration for refugees from UA organized? Yes, together with the application for asylum. Those who arrive without biometric passport / without visa (in case of non-biometric passports) / without any of those are not allowed to leave the reception points (to travel further, e. g. to other countries). 

The Office of the Commissioner for Fundamental Rights of Hungary opens a temporary office next to the border in order to help refugees in legal, travel and other cases. 

The National Directorate-General for Aliens Policing published an information sheet on how to apply for asylum. The document can be downloaded in Hungarian and in Ukrainian . 

It is now possible to upload the application documents in advance, using the following mobile application. The personal application is also in this case required. 

Is any accommodation for refugees from UA offered? Yes, the reception points are organized by the state. Many private offers come too, organized by the following Facebook-group. 

Refugees can use the trains of Hungarian Railways (MÁV) and – with passport or refugee ID – also the entire transport system of Budapest Transport (BKV) free of charge. 

May non-Ukrainians use the ground checkpoints for their return from Ukraine? Yes, normal border crossing is possible for them. Also, any third country citizen arriving directly from Ukraine can apply for temporary protection (a type of asylum) on the Hungarian side. In this case, the border crossing is permitted even without any passport or ID.

Restrictions connected with Covid at the border and after arrival? No restrictions apply when crossing the border directly from Ukraine, except if the border crossing happens via airplane. 
Situation at border crossing points with Ukraine All five border crossing points are open and operating 0-24. ZáhonyČop , TiszabecsVilok  and  Beregsurány-ACTEŇ are extremely busy, the waiting time is 1-2 hours. Less busier stations are  Lónya-Dzvinkove  and Barabás-Koson with a waiting time of approx. 15 minutes on the Hungarian side.
May Ukrainian refugees work without a permit? Yes, Ukrainian refugees are entitled to work in Hungary without a permit. The government announced that the state will provide financial support to Hungarian employers who employ refugees with Ukrainian or Ukrainian-Hungarian citizenship. 

Those who crossed the border but did not apply for a refugee status – if they are employed in another country and can continue their work remotely (“digital nomads”) – may apply for a White Card which entitles them to reside in Hungary and work from Hungary.

Romania
Entering the country with biometric passport Yes, free of visa for 90 days within 180 days.
Entering the country with passport other than biometric Ukrainian citizens, holders of non-biometric passports, need short-stay visas to enter Romania for stays not exceeding 90 days in any 180-day period.  

Ukrainian citizens holding non-biometric passports may enter Romania based on non-biometric passport accompanied by a visa with two or more entries/ valid residence permits issued by other EU Member States, EEA States or the Swiss Confederation, for transit purposes  or for a period of 90 days within a period of 180 days and/or the non-biometric passport accompanied by the entry visa/small border traffic permit/residence permit issued by the Romanian authorities, respecting the validity and the right of residence established by the respective documents. Entering the country without passport/with ID Yes, based on application for asylum, based on any identity document (ID/ birth certificate).  

For humanitarian purposes, in absence of any identity document, access is granted based on declared identity,

Is the application for asylum accepted? Yes. Foreign citizens or stateless individuals  receive acces to the asylum procedure from the moment of manifestation of will, expressed in writing or orally.  

The asylum application can be submitted directly at the border police.  Until the asylum procedure is completed, the applicant has the right to remain on the Romanian territory, being protected against expulsion, extradition, forced return from the border or from the territory of Romania.  

In case the asylum applicant/returns to Ukraine, it is considered that he/she  has voluntarly returned to the protection of the Ukrainian authorities. 

Is any registration for refugees from UA organized? No. Nevertheless, the application procedures require registration anyway.
Is any accommodation for refugees from UA offered? Yes, up to now, refugee camps are being set up in the following cities: Maramures, Suceava, Botosani, Tulcea, Galati, Satu Mare, Vaslui, Iasi. The Romanian authorities have also announced that Ukrainian citizens will be provided with free medical assistance.  

Foreign citizens or stateless persons coming from Ukraine who do not apply for asylum in Romania, benefit, within the temporary camps for accommodation and humanitarian assistance or in other accommodation locations established by the county/municipal committees for emergency situations, of the following essential supplies during their temporary stay: food; clothing; personal hygiene materials; primary health care and appropriate treatment, emergency health care, as well as free health care and treatment of urgent life-threatening acute or chronic diseases through the national health care system; the right to be included in national public health programs aimed to prevent, monitor and control contagious diseases in epidemiological risk situations.

Refugees can freely travel within Romania with Romanian Railways trains (CFR trains). 

May non-Ukrainians use the ground checkpoints for their return from Ukraine? Yes, according to information provided by the Romanian border police.

Restrictions connected with Covid at the border and after arrival? No. Individuals arriving from Ukraine are exempt from quarantine. This applies regardless  whether individuals arrive directly from Ukraine or transit the Republic of Moldova. Likewise, individuals arriving from Ukraine are not required to fill in the passenger locator form (PLF).

May Ukrainian refugees work without a permit? Ukrainian citizens having a refugee status have the right to be employed in Romania under the same conditions as Romanian citizens. 

Ukrainian citizens who do not apply for asylum can be employed without a work permit. 

In addition, their right of residence for work purposes is extended without the obligation to obtain a long-stay visa for employment. 

Moreover, employment of Ukrainian citizens not holding documents proving their professional qualifications or work experience required for a position may be carried out, for a period of 12 months with a possibility of extension, based on their affidavit stating that they meet the professional qualifications and work experience required for occupying the position and that they have no criminal record incompatible with the activity to be carried out. 

Such does not apply to certain specific professions (such as doctor, dentist, pharmacist, general medical assistant, nurse midwife, veterinary doctor and architect).

Poland
Entering the country with biometric passport Yes,  in accordance with the special Law on Helping the Citizens of Ukraine – any Ukrainian citizen who entered Poland legally from 24 February 2022 and declares their intention to stay in Poland, has a legal stay for a period of 18 months starting from 24 February 2022.
Entering the country with passport other than biometric Yes, in accordance with the special Law on Helping the Citizens of Ukraine – any Ukrainian citizen who entered Poland legally from 24 February 2022 and declares their intention to stay in Poland, has a legal stay for a period of 18 months starting from 24 February 2022.   
Entering the country without passport/with ID Yes, in accordance with the special Law on Helping the Citizens of Ukraine – any Ukrainian citizen who entered Poland legally from 24 February 2022 and declares their intention to stay in Poland, has a legal stay for a period of 18 months starting from 24 February 2022.  
Is the application for asylum accepted? Yes, but it is not mandatory 

Also, illegal immigrants can apply for international protection (conditions apply).

Is any registration for refugees from UA organized? N/a (application procedures imply registration anyway) 
Is any accommodation for refugees from UA offered? The entry of a Ukrainian citizen is registered during border control, however if the refugee has not been registered, it may be done upon his/her application within 60 days from the day of arrival to Poland in the nearest municipal office. 

For legal stay it is not mandatory to apply for PESEL-number. But if the Ukrainian refugee wish to have e.g. access to public health care and social insurance system – he/she should apply for it. Further information can be found here.  

It is worth noting that the departure of the Ukrainian citizen from the territory of Poland for a period exceeding 1 month deprives him/her of the right to legal residence. 

May non-Ukrainians use the ground checkpoints for their return from Ukraine? Yes, any person may enter without id – with the consent of the commanding officer of the Border Guard post, and with the consent of the Commander-in-Chief of the Border Guard, for up to 15 days.   

Normal border crossing is also possible for them.

Restrictions connected with Covid at the border and after arrival? The Polish government issued a decree on 24.02.2022 exempting persons crossing the Polish border from Ukraine in connection with the armed conflict from the obligation of quarantine upon arrival in connection with Covid-19. It comes into force on 25.02.2022. 
Situation at border crossing points with Ukraine All border crossing points are open, operating and quite busy.

No info on waiting times, only some technical problems with incoming clearance in freight traffic (on UA side). 

May Ukrainian refugees work without a permit? YES: as long as the stay of Ukrainian citizen is legal, no work permit is required – the employer must however within 14 days of starting the work, notify the relevant district labour office about the fact of entrusting the work to Ukrainian citizen.

Slovakia
Entering the country with biometric passport Yes, free of visa for 90 days within 180 days provided that the passport is issued max. 10 years prior entering and is valid for min. 3 months after exiting (alternative solution: application for asylum or temporary shelter in case of Ukrainian citizens and their spouses/children). 
Entering the country with passport other than biometric Entry to the territory of the Slovak Republic will also be granted to persons who do not have biometric passport. In such a case, it is necessary to apply for temporary shelter (option for Ukrainians and their families) or asylum.
Entering the country without passport/with ID Entry to the territory of the Slovak Republic will also be granted to persons who do not have valid travel document (biometric passport) after an individual assessment, the law allowing it should be passed on 25/02 (alternative solution: application for asylum). 
Is the application for asylum accepted? Yes, directly at border police. 

Asylants and refugees with granted subsidiary protection will be entitled to one-off integration allowance in the amount of EUR 654 for an adult; possibility to apply for an integration allowance of 1.75 times the minimum subsistence allowance for a maximum of 6 months; application must be filed within 60 days from the date of granting of asylum or subsidiary protection.  

 Citizens of Ukraine and their family members may apply for temporary shelter directly at the border crossing points, whereby a family member of a citizen of Ukraine shall be deemed to be: a spouse of a citizen of Ukraine, a minor child of a citizen of Ukraine or a minor child of a spouse of a citizen of Ukraine, and a parent of a minor child who is a citizen of Ukraine. 

Ukrainians and their families having valid travel, identification or other document, will be granted temporary shelter immediately. Temporary shelter will also be granted to Ukrainians and their families if they do not have any documents, in this case the application should be processed within 30 days. Accommodation, food, health care and hygienic packages will be provided straightaway.  

Temporary shelter status enables Ukrainians and their families to legally work in Slovakia. 

Is any registration for refugees from UA organized? Yes, together with the application for a temporary shelter and asylum. Arriving foreigners are duly registered at border crossing points. If they do not carry documents for any reason, their data is stored in databases and, among other operations, they are fingerprinted. 
Is any accommodation for refugees from UA offered? Yes, the state authorities offer detention facilities, municipalities offer public buildings, non-profit entities coordinate offers from private owners.
May non-Ukrainians use the ground checkpoints for their return from Ukraine? Yes, without any restrictions. Expats repatriation will be supported based on bilateral agreements between SK and your country

Restrictions connected with Covid at the border and after arrival? War refugees Ukrainians are exempt from registering in the Slovak eBorder system, they are exempt from filling in the PLF (passenger locator form). No quarantine is required. 
Situation at border crossing points with Ukraine There are currently 3 border crossings: Ubľa, Vyšné Nemecké and Veľké Slemence. 

Slovakia has set up the so-called hotspots at the border crossings and in some municipalities to speed up the administrative process that needs to be completed upon entering the country. 

As Ukraine has announced mobilization, Ukrainian men aged 18-60 are not entering Slovakia. 

May Ukrainian refugees work without a permit? Refugees who were granted  asylum in Slovakia  or obtained the status of a temporary shelter may get a job in Slovakia immediately. 

Asylum procedure takes 6 months. Applicants cannot be employed.  

Temporary shelter will be granted immediatelly if applicants have valid documents. If not, the procedure takes 30 days. 

Refugees who have been granted temporary shelter are entitled to urgent medical care. If they are employed, the employer will register them with the health and social insurance as regular employees.

Czech Republic
Entering the country with biometric passport Yes, free of visa for 180 days.
Entering the country with passport other than biometric It is possible through Hungary or Slovakia, however each request of crossing the borders of the Czech Republic will be separately evaluated, so it is not guaranteed.
Entering the country without passport/with ID Not yet published. In this matter, please, contact the Ministry of Foreign Affairs.
Is the application for asylum accepted? It is not advised for Ukrainian refugees to apply for asylum. This process is not as effective as asking for a special visa.
Is any registration for refugees from UA organized? At this moment every refugee from Ukraine must register himself, within 30 days after entering the Czech Republic, with the foreign police. (updated by the government of the Czech Republic on 9 March 2022)

Restrictions connected with Covid at the border and after arrival? Effective from 25th February Ukrainian citizens are under no restrictions arising from Covid-19 pandemic when travelling to the Czech Republic.
Visum

For Entering of Ukrainians to the Czech Republic, a biometric passport is sufficient, with this, they can enter for a maximum of 90 days within 180 day period. A health insurance should be entered within 3 days upon arrival to the Czech Republic, a registration with the Foreigner Police is necessary 30 days upon arrival.

Returning to Ukraine The Minister of the Interior of the Czech Republic has announced, that deportations to Ukraine are stopped. If Ukrainian citizens will end within 14 days their residence permit or visa, there is no need to prolong it. The Ukrainian citizens can at the Ministry of the Interior, Department for Asylum and Migration Policy apply for a special long term visa.
What is necessary for the special long term visa? This application has to be filled in at Czech language form with the name “Žádost o dlouhodobé vízum”. For applying, a passport is necessary, if the applicant has one, and a photograph. Further, a fee has to be paid of 300 CZK – ca. 12 EUR – in so called administrative stamps. You can still apply for special long term visa even if you do not have a passport, although the entire process will result in a lengthy procedure and you may not be granted the visa on the spot.
