Czechia: Third round of discussions on the Metropolitan Plan

On 20 October 2025, a revised draft of the Metropolitan Plan was published. It will be discussed during November.

After more than three years, the Department of Spatial Development of Prague City Hall (“OÚR MHMP”) and the Institute for Planning and Development of the City of Prague (“IPR”) re-published the draft Metropolitan Plan on 20 October 2025, which should replace the existing spatial plan of the City of Prague in the near future. A reminder: spatial plans are the fundamental tool that regulates, through binding terms, the development and future use of municipal territory.

Background and History

The preparation of the Metropolitan Plan was approved by the Prague City Council in 2013, and in 2022, the general public had the opportunity to officially comment on the draft for the first time. The extent to which the objections and comments of the public, Prague’s individual city districts, and other entities were taken into account in the Metropolitan Plan can be seen from this latest draft which has now been published for yet another round of discussions.

Public Consultation Opportunities

The public once again has the opportunity to familiarise themselves with the draft Metropolitan Plan, not only on the respective websites of the IPR and OÚR MHMP, but also at two public hearings scheduled for:

  • 19 November 2025
  • 26 November 2025

These hearings will take place at the Centre for Architecture and Urban Planning (CAMP), where the draft will be presented to the public, with a particular focus on the amendments that have been made to the draft since its public discussion in 2022.

Submitting Objections and Comments

As in 2022, it is possible to raise objections or comments to the published draft Metropolitan Plan and the amendments made to it, no later than 7 days after the date of the second public hearing, i.e. by 3 December 2025.

If the objections or comments are not accepted and the Metropolitan Plan is approved in its current form, it is then possible to file a motion with the administrative court for its complete or partial repeal.

Importance of Timely Participation

The correct, complete and timely submission of objections or comments to the published draft Metropolitan Plan is particularly important because, according to the established case law of the administrative courts, an active approach to defending one’s rights during the process of preparing spatial planning and zoning documents is a fundamental prerequisite for success in any subsequent court proceedings.
